dial up connection
Whenever I open netmeeting, I can not start some of the gui based programs properly. They terminate right away without giving any errors. One example is jbuilder. I cannot start my own java based gui program too. I could not figure out if it is only java programs or there are some others too.

You had said that you got the error message "not a valid application" when starting OE. How were you starting OE? Or were you doing something else to that caused that error message? When you start OE via "C:\Program Files\Outlook Express\msimn.exe", do you have your mail files? Are you getting any error messages

screen saver not working
Sudennly some programs do not start anymore like msconfig, Norton Anti Virus and a couple of ganes. They sort of come up but closes again. In Safe mode at least msconfig works.
